Core Neighborhood development code revisions
A grassroots cohort presented a long list of policy requests from core neighborhoods — better notice of development, equity training for staff, student housing fee parity, micro-TIFs to keep development revenue in the neighborhood, and reviving promised small area plans for 10th & Page and Rose Hill. The committee will prioritize through a December working group.
Inclusionary zoning affordability terms
Members argued the federal AMI measure is broken — 100% AMI jumped from ~$83,000 in 2022 to $139,000, so 'affordable' units are priced out of reach of actual low-income residents. The HUD methodology also excludes single-person households and blends renters with higher-income owners. A working group was formed to push for recalibration.
Initiation of Police Case Reviews
The long-awaited case review cycle is almost live: Internal Affairs files are now digital, several cases are near closure, and closed cases will come to the board for review and possible recommendations to the chief. The new ordinance — approved by Council September 21 — makes this possible for the first time.
