Civic issues
Topics getting the most attention in Charlottesville public meetings, ranked by how frequently they come up.
CARTA Regional Transit Expansion
The regional transit authority has studied options for expanded bus service across Charlottesville and Albemarle County, identifying about $12 million in annual expansions that could start in 2031. How it gets funded — and who governs it — is still being worked out.
Public Transit Route Change
Charlottesville Area Transit is shuffling bus routes starting Monday, completely cutting off the Greenbrier neighborhood stop and moving it over to the old Kroger site. If you take this bus to get around, you'll need to check the new schedule and map out a different walk to your stop.
Bicycle Programming Funding
The 2025 pilot handed out 100 $1,000 vouchers; new funding continues the program, and Councilor Payne wants the income threshold lowered so more households qualify.
Castalia Street partial closure
Council was scheduled to consider an ordinance approving the partial closure of Castalia Street, a change to the public right-of-way that can affect neighborhood access and future development.
Water Street one-way proposal and SMARTSCALE endorsement
Eight residents — including downtown business owners — begged Council not to back the VDOT plan to make Water Street one-way, citing the downtown's past failure under one-way traffic. Council endorsed the funding application 3-1 anyway, but asked for a demonstration project and stressed nothing gets built until ~2033.
Public Transit
$16.85M in federal/state money for new buses — a mix of battery-electric and diesel after federal zero-emission funding fell through — plus charging infrastructure and tracking upgrades.
